On Aug. 10, Scottsdale police arrested Tracie Otero, 43, at a west Phoenix address on numerous felony charges associated with an Aug. 6 kidnapping and auto theft incident.

Ms. Otero is being held on charges of kidnapping, child abuse, burglary of a motor vehicle, auto theft, procession of narcotics and criminal trespass, according to a police report.

The incident occurred just after 8 p.m. on Aug. 6, according to Scottsdale police. At that time a male victim stopped at the Compass Bank in the area of Scottsdale and Osborn Roads, and exited his running vehicle to use the ATM.

As he used the ATM, Ms. Otero drove away in his car, with his two-year-old daughter inside, stated police.

The victim immediately contacted police, stated the police report. Responding officers were able to quickly relay the vehicle information to surrounding police agencies, and the car was found by the Phoenix Police Department in a Walmart parking lot at 38th street and Thomas Road, according to police.

The police report states that the suspect had fled the area, but the child was unharmed and still inside the car. She was reunited with her dad, according to police.
